If you want three hours inside the museum and nothing else, a car adds cost without adding anything. The Palais Royal–Musée du Louvre métro station opens directly into the Carrousel entrance, which means the museum is one of the few major Paris sites where public transport genuinely beats a private vehicle — you arrive indoors, at the fast door, without crossing a road.

For interpretation inside the galleries, compare against a museum specialist. A driver-guide operating nationally is not going to match an art historian who works only in the Louvre.
