The Withlocals proposition is a local person showing you their city, privately, at a group price. For neighbourhoods, food and general orientation that is an excellent model and often better than a professional tour — you get someone who lives there rather than someone performing a script.

The Louvre is where the model runs into a specific constraint. Guiding inside French national museums is a regulated profession requiring the guide-conférencier licence, and a host who is a knowledgeable local is not automatically licensed to lead a group in the galleries.
